Saint Saturn from One Piece is a complete fiasco. Unlike antagonists like Kizaru or Akainu, who displayed their strength and feats at Marineford, or villains like Spandam, who showed their cowardice and sadism by torturing Robin for over 40 episodes both physically and psychologically, Saint Saturn does nothing. His evil is in the past, but in the present, he doesn't even perform acts of demonstration of power or sadism like a much less important character like Spandam. He only regenerated and endured beatings without doing anything; he didn't even show much intelligence or anything else. The only thing noteworthy is his fearsome appearance and evil design.
