Klique issue

Sin Kovaze Nebula requested to join my Klique and i tried to accept but it says i need chancellor approval. Problem is; we dont have any chancellors? It seems I have accidentally created a dictatorship and I do not know how to appoint people to the chancellor position so we can accept new members. Help!!!
