Bagel Speaking generally (not regarding the incident this blog is about), we have them for the same reason there were design perms on tg for Stardoll copies which is arguably worse. The whole point is if there was no ownership claim to designs then designers would become redundant, including ones who hand-draw their designs because they would just have their concepts copied. No one is going to buy permissions from someone if they can just upload their own copy.
When it comes to designs that are based off of existing outfits, we've become a bit more relaxed since obviously neither user actually owns the concept.
But yeah when it comes to original concepts I don't think copying should be allowed because it would completely kill the incentive for designers to come up with original content.
