This is just an idea but maybe have one of the first 5-10 people to join a race Lobby get the ability to chose which challenge is used for the Qualifiers. Races fill fast once it hits 15 people but filling the first 10 or so spots takes forever, so this could be a way to help fill lobbies early on faster. Sin
