You dont lose any if you dont win the comp you pick, its only if you do win you lose %5 which then is a 5% deficit off your score going forward

theres only 1 % for both HOH and POV?

but not for the first HOH/POV Because that's all random

OK so basically , first HOH is randomised after that , you select if you want to compete for POV or HOH , you can only play one each round :)
